US Congress Passes HR4331 Tibetan Policy And Support Act of 2020

US Congress passes the HR 4331 Tibetan Policy and Support Act of 2019. 

The Highlight of the Act are as follows:

1.     The PR of China shall not interfere in the selection of future Dalai Lama. 

2.     The US shall seek to establish a Consulate Office in Lhasa, Tibet. No additional PR of China consulate offices shall be established in the US unless the US Consulate Office is established in Lhasa, Tibet.

3.     The US shall seek to promote substantive dialogue between PR China and the Dalai Lama or his representatives or democratically elected leader of the Tibetan Community.

4.     The US shall urge the Government of Nepal to provide legal documentation to long-staying Tibetan residents in Nepal who fled a credible threat of persecution in Tibet.

5.     The US through the TIBETAN SCHOLARSHIP PROGRAM shall appropriate  $ 675000 for each of the fiscal years 2021 through 2025 to provide Scholarships to Tibetan students to pursue higher education in the US. 

6.     The US through the NGAWANG CHOEPHEL EXCHANGE PROGRAMS shall appropriate $ 575000  for each of the fiscal years 2021 through 2025 to carry out educational and cultural exchanges between the US and the people of Tibet.

7.     The US shall appropriate $ 8 Million for each fiscal year 2021 through 2025 to support activities that promote and preserve the culture, environment, education in Tibetan Communities in Tibet Autonomous Region and in other Tibetan regions in China.

8.     The US shall appropriate $6 Million for each fiscal years 2021 through 2025 to support programs to promote and preserve Tibetan culture, language development, and resilience of Tibetan communities in India and Nepal.

9.     The US shall appropriate $ 3 million each fiscal year 2021 through 2025 to strengthen the capacities of Tibetan Institutions and strengthen the democracy, governance, information, and International outreach, and research.
